O Observatório de Avaliação de Tecnologia (OAT) é uma unidade de investigação aplicada que agrega as actividades de Avaliação de Tecnologia do centro de investigação CICS.NOVA. O OAT é a única unidade de investigação dedicada à Avaliação Tecnológica em Portugal. A nossa investigação aborda vários campos disciplinares, tais como sociologia, engenharia, gestão e estudos de ciência e tecnologia. A unidade desenvolve projectos de investigação sobre diferentes tópicos de Avaliação de Tecnologia, como saúde, transporte, e vários indicadores de tecnologias emergentes. Desde 2017 o observatório é o representante de Portugal na EPTA (European Parliamentary Technology Assessment) enquanto membros associado. A partir de 2018 passou a integrar o European Technology Assessment Group (ETAG).
O Observatório inclui membros do Programa Doutoral em Avaliação de Tecnologia da FCT-UNL, e vários investigadores a trabalhar em Avaliação de Tecnologia de todo o país. Estes grupos concentram as suas actividades nos domínios da sociologia industrial, sistemas de gestão, análise prospectiva em inovação, economia e estudos organizacionais, entre outros.
O Observatório edita a revista científica internacional bilingue Enterprise and Work Innovation Studies, publica a série bilingue IET Working Papers Series, e organiza conferências internacionais regulares relacionadas com a Avaliação de Tecnologia. Esta unidade mantém também informações actualizadas no Economics and Social Sciences Repository RePEc, Directory of Open Access Journals DOAJ, EBSCO e BASE - Bielefeld Academic Search Engine. O Observatório tem um Conselho Científico Internacional, e está fisicamente localizado na FCT/UNL. Um dos objectivos principais do OAT é promover actividades nacionais e internacionais de cooperação, com o objectivo de estabelecer e aprofundar as várias redes de investigação a nível europeu a que pertence, e envolver colegas da América do Sul e Norte.

OAT - Observatory of Technology Assessment was founded in 2015 and is an applied research unit of the research centre CICS.NOVA. CICS.NOVA has its main location at University NOVA Lisbon and its NOVA School of Social Sciences and Humanities (FCSH). It is the only research unit dedicated to Technology Assessment in Portugal. Our research is conducted in several disciplinary fields, such as sociology, engineering, management and science and technology studies. The unit conducts research projects on different TA topics, such as health, transport, indicators and several emerging technologies. Since 2017, the OAT is an Associate Member of the EPTA - European Parliamentary Technology Assessment. From 2018, it also integrates the European Technology Assessment Group (ETAG).
The OAT includes members of the Doctoral Program in Technology Assessment of FCT-UNL, as well as several researchers working in Technology Assessment across the country. These groups concentrate their Technology Assessment activities in the fields of industrial sociology, management systems, foresight analysis in innovation, economics, and organizational studies, among others. The Observatory also edits the scientific journal Enterprise and Work Innovation Studies, publishes the IET Working Papers Series, and organizes international meetings and regular conferences related to Technology Assessment. It also maintains information at the Economics and Social Sciences Repository RePEc, the Directory of Open Access Journals DOAJ, EBSCO and BASE - Bielefeld Academic Search Engine. OAT has an International Scientific Board, and is physically located at FCT-UNL. One of the unit's main objectives is the national and international cooperation activities, establishing various research networks at the European level, and involving also colleagues from South and North America. OAT also manages the national TA network GrEAT (Grupo de Estudos em Avaliação de Tecnologia), founded in 2010. Most projects developed at OAT and CICS.NOVA are in the field of challenges of Information Society on applications related with transports, energy management, industrial automation, big data and health management.
