Luís Velez Lapão is a prominent figure in Global Digital Health, holding the positions of Professor at Universidade NOVA de Lisboa and Coordinator of the Digital & Smart HealthCare Laboratory.

With a PhD in Systems Engineering focused on Smart Healthcare and a Habilitation in Healthcare Information Systems, Luís is an academic of high distinction. He is the WHO Collaborating Center for Health Workforce Policy and Planning Head and a member of the Technical Advisory Group for Health Emergency Preparedness in the WHO European Region (Preparedness 2.0). Additionally, he served as Director of the PACES program, which trained Primary Health Care Managers in Management and Leadership from 2008 to 2010. 

Luís focuses on capacity building, preparedness, resilience, implementation science, foresight, and intelligent decision-making systems in innovation and digital public health. He has also authored and co-authored over 150 papers and six influential books.
